Hi Radan, we have an article in our Advice Hub that is covering this topic: How To Open A Tattoo Shop in the UK. You will get a lot of advice there about to open a tattoo shop in the UK.
Of course you are able to work during the planning and creation stage of your tattoo shop, but you need to take some time extra for your new shop and the organisation. The more time you are able to invest in the creation of your new shop, the faster you can work in it.
