Hi Wayne,
there is no specific stencil paper available to use over a blackout tattoo but the usual purple stencil paper should work fine on blackout tattoos as long as the lighting is good.
Tattooing over a blackout tattoo needs a lot of experience to create a visible contrast after healing and oftentimes there will be more sessions needed to achieve a satisfactory result. Complicated, delicate designs and colours won’t work on blackout tattoos, so it’s best to go for white ink and bold lines.
