Hi Michelle, 
tattooing someone with Parkinson’s Disease is as safe as tattooing anyone else. The disease mainly affects the central nervous system and therefore should not conflict with a tattoo or tattoo ink.
Though, depending on the symptoms and medication it might be helpful to consider a doctor to prevent any complications. The actor Michael J. Fox (Back to the Future), who also has Parkinson’s Disease, got a small and detailed tattoo of a turtle in 2018.
